Can Roadmaster Dual Hitch Adapter Handle Weight of Tow Dolly, Towed Vehicle and Bike Rack

Is this strong enough to use with a master tow dolly and bike rack?

The tongue weight of the Roadmaster Dual Hitch adapter part # RM-077-4 is 400 lbs so it can handle the tongue weight of the tow dolly plus the weight of the Equinox and the bike rack with bikes.

Since the front axle of the towed vehicle sits over the axle of the tow dolly, very little weight is transferred to the tongue of the tow dolly. The tow dolly we carry is engineered so the tongue weight is between 80 and 100 lbs with the vehicle loaded.
