Are Electric Trailer Brakes Specifically for Left and Right Hand Side

Im wondering if the magnet can be on the top or bottom does it matter witch way it is bolted on?

Electric trailer brakes like # AKEBRK-35L are specifically left or right side. This is because the two brake pads are not identical; one is slightly longer than the other and this longer one needs to face forward. Please see the linked photo.
