Can I use to lower hitch on my jeep wrangler. Just for carrying bicycles

Yes you could use the Hitch Adapter 1-1/4" to 2" Trailer Hitch Receiver with 5" Rise # HT5R in the drop position which will allow your bike rack to sit lower but you should note that using this adapter does cut the tongue weight capacity of your hitch by 50 percent.
