Bike Rack Compatibility with Step-Thru E-Bikes with Fenders

The Kuat NV 2.0 2-Bike Platform Rack - 2" Hitches - Tilting - Gunmetal Gray # NV22G can handle bikes up to 60 lbs each but the fenders of the bike don't make this an ideal fit. The ratcheting hook grips down on those fender locations and could damage your fenders.
I recommend the Thule EasyFold XT 2 Electric Bike Platform Rack - 1-1/4" and 2" Hitches - Frame Mount # TH903202 which is ideal for bikes like your Raleigh e-bike with fenders. This will allow you to easily roll your bikes up the integrated ramp and secure them by the wheels and frame without worry of damaging fenders. I've attached a video review of this rack to assist.
You may want to consider the Saris Freedom 2 Bike Platform Rack - 1-1/4" and 2" Hitches - Frame Mount # SA4412B for an economical option. This is a nice option that will protect your fenders but you will miss some of the other features like tilt for cargo access.
