Kia's online owner's manual for the 2009 Spectra indicates on page 6-19 that the vehicle can be towed with the front wheels on a dolly and the rear wheels on the ground. All-wheels-down flat towing, such as behind a motorhome, is not covered in the manual.
We do offer a suitable tow dolly from Roadmaster that will easily handle the roughly 3K weight of the Spectra. Tow Dolly # RM-2050-1 includes electric drum brakes that will be powered by a brake controller like the easy plug-in Curt Echo # C51180 or a wired controller like the Primus IQ # TK90160. You'll install a 7-way junction box like # HS381-9000 on the dolly to provide a connection point for the dolly wiring and for the towing vehicle.
