Troubleshooting Low Brake Output Voltage on Brake Controller Pin of 7-Way

I have a Ford 350/2016 when I take a reading from the back trailer plug on the electric brake pin the voltage is low when I activate the two tabs inside the truck it gets even lower any ideas

I'd need to know what brake controller you have and what you mean by activating the two tabs inside the truck. Is that the override lever? What voltage are you seeing? Is the controller proportional meaning that it senses the amount of braking the tow vehicle is applying? These styles of controllers won't show full voltage with the brake pedal unless you are moving and slowing the tow vehicle down. Most brake controller issues end up being related to corrosion on the pins of the connector so you might check to see if there is corrosion on any pins and clean as needed.
