The fuse location for an electric brake controller in a 2011 Ram 1500 is position J02 and it takes a 30-amp fuse. This is shown in the manual on page 564.
The part you referenced, T-One 4-Pole Vehicle Wiring Harness # 118384, is a basic wiring harness that carries only lighting signals but not brake power for a trailer. For a 7-way wiring set-up for your 2011 Ram 1500 that includes a trailer brake power circuit you can use kit # 74682. This plugs in to the factory wiring connector.
If you want to install a trailer brake controller like the Tekonsha Primus IQ # TK90160 in a 2011 Dodge Ram 1500 with 4-pole wiring you will use part # 3021-P to plug the controller in under the dash and install kit # ETBC7.
