For your RV that is based on the 2003 Ford E-450 RV cutaway chassis you can use the Draw-Tite front-mount hitch # 65001 which is the same item you referenced in your question. Draw-Tite's written instructions and an install video are included for you.
This hitch has a 2-inch receiver opening and a 500-lb vertical load limit which means the combined weight of your chosen dirt bike carrier and the bike itself can be as much as this 500-lbs.
I linked our page showing compatible hitch motorcycle carriers. The etrailer # 98873 and Ultra-Fab # UF48-979033, have 500-lb capacities and ramps. Once you confirm the bike weight be sure to check the total combined weight with the carrier you select to ensure this is within the hitch rating.
For all carriers I recommend Erickson Ratcheting Motorcycle Tie-Down Straps # EM05710.
When you have a load of his weight hanging a good distance forward of your front axle you will almost surely get some front-end sag. I would plan on adding a front-axle suspension helper kit # SSF-106-40 from SuperSprings. This will prevent most of the sag when you're hauling the dirt bike but not make the ride harsh when you're not. This is a no-drill bolt-on kit as shown in the linked video.
If you have any other concerns please don't hesitate to shoot me another email.
