Will the curt 13395 rub against the exhaust of my 2019 Cherokee as the reviews for the 13171 indicate it does on the 2019 cherokee?

The crosstube for the Curt Class III Trailer Hitch Receiver # C13395 referenced in your question features an angled design and will sit a bit higher than the Curt # C13171 so it shouldn't rub up against the exhaust. This design also allows for a nice OEM appearance where only the 2 inch receiver is visible behind your Jeep.
Also note that the Curt Class III # C13395 is designed specifically for the 2019 model Jeep Cherokee (this is the only model the hitch is currently confirmed to fit) while the Curt # C13171 is a fit for earlier model Cherokees as well. This means you can be confident in knowing the Curt # C13395 is made specifically to work with the factory components on your exact model Jeep.
