I do have an option for you but I am not aware of any way to increase the tongue weight capacity of a trailer hitch save for a weight distribution system which does not apply for hitch mounted accessories like a scooter carrier. Therefore, your only option would be to replace the trailer hitch you have now with one rated for more tongue weight and for that I recommend the Class V Universal Weld-on Receiver Hitch part # 15903. If you are not an experienced welder than I recommend taking both the trailer hitch and trailer to one for installation. The brackets are customizable which allows for freedom on where you would like the receiver tube opening to sit. There is not a custom fit trailer hitch for your trailer with the tongue weight capacity that you need therefore the above or something similar will be your only option.
Please let me know if you have any questions.
