Electronic Trailer Sway Control System for 2009 Audi Q7

Why is it not supported? Weight distribution/sway control. 2009 Audi Q7. What can I use to control the sway?

You are correct that some trailer hitches are not rated for use with a mechanical weight distribution/sway control system, including the Curt Class III model # C13136 that you referenced. Please note this hitch does NOT fit your 2009 Audi Q7; it fits the Q5 from 2009 through 2017.
This exclusion from using WD will be due to either the hitch's vehicle-specific design or the ultimate strength of the vehicle frame. In some cases components on the vehicle will require a hitch design that does not allow it to be rigid enough for use with WD. This specific Curt hitch # C13136 is narrow side-to-side and this is why it cannot handle the forces from a WD system. Hitches that are wider, and which bolt to the main frame rails, usually can handle these forces.
The two hitches we offer for your 2009 Audi Q7, Draw-Tite # 75950 and Curt # 13220, utilize the car's bumper mounts as their installation points. This design offers a solid installation, but since these are not frame-mounted hitches they are not rated for use with WD.
You do still have an option for trailer sway control. You can use the Tuson system # 335TSC-1000. This system uses sensors that detect sway and then selectively engage the trailer brakes to cancel out the sway. Installation is fairly easy and straight forward and will not require any further maintenance.
