The 2017 Hyundai Santa Fe 2.4L is rated for 2800 lbs. does the C13152 change the tow capacity rating?

When determining the overall towing capacity of a vehicle you are limited by the lowest rated component in the setup. So in your case you'd be limited by the vehicle. The Curt hitch part # C13152 has very high towing capacity of 6,000 lbs but since your vehicle has a capacity of 2,800 lb that would be the limit.
