I recommend Draw-Tite Trailer Hitch # 24847. This hitch is compatible with your 2012 Toyota Prius V and is a good choice for carrying a 2 bike carrier. I attached installation instructions and an installation video for this product for you to check out also.
For a bike rack you will need to make sure you pick out a rack that is designed for a 1-1/4 inch hitch opening and is compatible with Class I hitches. Since the hitch for your vehicle will be a Class I hitch you will need to make sure that you never put more than 2 bikes on a rack on the hitch. Doing so can damage the vehicle frame and hitch.
I attached a page that has all of the bike racks that are compatible with your hitch and your vehicle. A good choice would be a Thule Camber 2 Bike Carrier # TH9058. This rack tilts and has anti-sway cradles and fit all the criteria needed for your vehicle and hitch.
