Trailer Towing Capacity of 2018 Toyota RAV4 Hybrid Compared to Hitch Capacity

I have a 2018 toyota rav4 hybrid. Do I tow by the capacity of the hitch or by what it says in my owners manual

When towing with your 2018 Toyota RAV4 you always need to go by the lowest-rated capacity. I checked the owner's manual of an '18 RAV4 and it said that the maximum capacity if you do not have the towing package is 1,500 lbs and with the towing package it is 2,900 lbs for the 2WD models and 3,500 lbs for the AWD models.

So the Curt Trailer Hitch Receiver # C13149, which is a fit for all models of 2018 RAV4, including Hybrid, has a 3,500 lb towing capacity but if you had a RAV4 without the towing package you would be limited to its 1,500 lb capacity.
