If your 2008 GMC Savana Van has the factory 7-way tow package, the blue wire should already be run. The wire should be under the dash near the emergency brake pedal. The wire may be tucked up and out of the way, or behind some other wire.
You will connect the blue wire from the back of the brake controller to the existing blue wire which will supply power to the brakes on your trailer. Black is 12-volt power and should be connected to the positive battery terminal via 30-amp circuit breaker, part # 38630. The White wire is ground and should be connected to the negative battery terminal. The Red wire will connect to the brake switch, this wire will only have signal when the brakes are activated. You will want to use circuit tester, part # PTW2993, to test for this wire.
I have linked an FAQ on brake controller installation.
