Troubleshooting Brake Controller Output Pin of 7-Way on Vehicle that is Hot All the Time

Should the brake control wire be hot at the plug all the time.

The brake controller output pin on a 7-way should not be hot all the time. The only pin that should be hot all the time is the 12 volt accessory circuit pin which is in the 1:00 position. The brake output pin is in the 5:00 position. Typically a short between these two circuits would be the reason the output pin is hot all the time.
