On your Tekonsha Primus IQ Trailer Brake Controller # TK90160 the range of numbers when you use the manual override is normal. If you are not seeing a number when you apply your brake pedal when you are moving then you have an issue on the red wire of your brake controller that connects to your brake light switch.

You can use a circuit tester like # PTW2993 to check your brake light signal on that wire. Because you have a proportional brake controller, you won't see braking power but will get brake light signal when your vehicle is parked. The proportional controllers have the internal motion sensor to activate in proportion to your deceleration speed, so it works differently in motion.

I've attached the instructions to further assist.
