Can the back of this part # T1544600042 be bolted on to a 4 bolt flange?

The part you were asking about has been discontinued but wouldn't work for your flange. Instead, you would bolt brake assemblies like the Titan Galphorite Free-Backing Hydraulic Trailer Brake Assembly Right Hand # T4423400 and the left hand version # T4423500 to a four bolt mounting flange.
The # T1544600042 that you referenced will ride on to the spindle of your trailer and will spin with the wheel assembly. It will be held to the brake assemblies that will remain stationary and bolted to the axle of your trailer via the 4 bolt flange.
