Can Trailer Brakes be Connected Directly to Brake Controller Without a Breakaway Kit

Im wanting to connect my trailer brakes without a breakaway or battery systems is that possible

Technically yes, you can just connect your brake controller wire directly to the brakes and they would work just fine. However, it is required by law that a breakaway kit, like part # 20099, be installed on any trailer that has electric trailer brakes. This is so that in the case that your trailer would uncouple from your tow vehicle the breakaway switch pin would be pulled which would, in turn, activate your trailer brakes.
Even surge brake hydraulic systems, like what the actuator # DM72VR is for, have a breakaway pin to activate the hydraulic brakes in an emergency situation.
The only time that a breakaway kit does not need to be installed is if your trailer does not have brakes.
