There are a number of reasons as to why you may not be getting power on the 5 o'clock pin on your 7-Way.
If you have a proportional controller, like the Prodigy P3 # 90195, then you won't see any power when you are sitting still and pressing your brake pedal because the controller senses that you are not moving so no braking power is needed. To see a signal when you are testing you will have to set the controller to the highest setting and then use the manual override.
After using the override manual, if you are still not receiving a signal then the next step is to check to see if the problem is your wiring. Cut the wire that runs from your brake controller to your 7-Way (usually blue) about 6" from the controller and try using the manual override method again. If you receive signal then the wiring to your 7-Way is damaged somewhere. If you don't receive signal then test the power wire to your brake controller. If that is receiving power then you brake controller needs to be replaced, but if it isn't receiving signal then you will need to trace that wiring to the battery and replace any damaged wiring.
