The Thule Cmber 2 Bike Hitch Mounted Tilting Rack # TH9058 referenced in your question does two things to keep the bikes from swinging. First it comes with and anti-sway cable, second it has some extra distance between the bikes. These two precautions should give you peace of mind in the swaying category. With that being said, you could also take a look at the dual-arm carrier like the Swagman Trailhead # S63360 that also does a great job addressing bike sway. . The dual-arm design provides maximum stability and the anti-sway cradles on this rack will secure the bikes at 3 different points. Since you are worried about stability during transport, I would also recommend going with this type of design.

Neither of these carriers come with locks. You might want to consider adding the lock set part # S64031 to help protect your investments.
