When Should Blue Wire on Tekonsha Voyager Show Power?

Question:

When I test the blue wire not connected to the harness in truck I get 12 volts. I dont think there should be any power until the brake is activated. Am I wrong?

When you test the Tekonsha Voyager # 39510 and get a constant 12 volts, that means your red wire is likely connected to the hot side of the brake switch and not the cold side of the brake switch. You need to use a circuit tester such as # PTW2993 to find the cold side of the brake switch, which is the one that will carry a signal only when the brake pedal is depressed. I've added a help article on brake controller installation which should be useful as well.
