Is the Mounting Hardware for the Landing Pads for Yakima Control Towers Part # Y00221 Included

I am replacing a landing pad , and would like to order this pair of landing pads. But I also need the mounting hardware. No mention is made of hardware being included, however it does show it in the installation instructions ! Please advise,

The mounting hardware that is needed to install the Landing Pads for Yakima Control Towers part # Y00221 is included therefore no additional purchase will be necessary. I have attached a photo that shows everything that is included in the kit above for you as well.
