Why Cant More than 2 Bikes be Carried on a Class I Trailer Hitch on a 2013 Honda Crosstour

So even though tounge weight said 200lbs and my bikes r less than 30 pounds. I still wont be able to put 4 bikes on my 2013 Honda Crosstour which is a Class I hitch with a 1-1/4 inch receiver

That is correct. On a Class I hitch it isn't the weight that is the issue. It is how far that weight is from the hitch receiver. A third and subsequent bikes will be too far from the receiver which will put a lot of extra stress on the hitch and where it attaches to the vehicle. If you have ever used a long wrench or breaker bar to loosen a lug nut it is the same concept: if the lever is long enough it takes very little force to loosen that nut. And if the weight on a bike rack is far enough from the receiver it will damage the hitch and vehicle.
