im planning on purchasing the Rhino-Rack VORTEX 2500 Complete Silver Car Roof Rack System for Naked Roofs on my 2016 honda HRV will it fit?

Rhino-Rack ROC25 Vortex roof rack # RR62XR will fit your 2016 Honda HR-V if it has a naked roof (no rails or bars of any kind).
If your HR-V has flush mount rails that run front to back then you would need a different roof rack using the following parts:
