How do you fasten the rivets when replacing the subject retainer clips? do you have to have a special tool or can you just pound them in with a hammer?

When installing the included rivets from the Curt Spring Bar Retainer Package # 17109 referenced in your question, you will not need any special tools to insert the new rivet/set key. The new set key (which likely has a slightly different design than the true rivet that is currently used on the system head), will simply set into place when inserted into the hole. You should not even need a hammer to get it seated into position.
When installing the spring clip, you will first put both the rivet/set key and hex head screw into position on the spring. You will then insert the entire unit into the head, making sure both the river/set key and screw are seated correctly. Then you will just need to torque the hex head screw per the included instructions.
The only thing you will likely need for this process is a chisel to remove the head of the old rivet and a pin punch to remove the remaining shank.
