Is there a fuse that protects #66 power supply stud for the brake controller.

Sounds like you have GM vehicle that has the brake controller power fuse in the 66 slot. That said, if you tried to install a brake controller in a GM vehicle with the 66 slot as the brake controller power supply there are a few underhood connections that you'll need to make to activate the brake controller power supply.
