Does Car have to be Jacked Up to Install a Trailer Hitch on a 2007 Saab 9-3
Question:
Do you need to jack the car up in order to install this hitch? Or is it possible to install without raising the car?

You would not have to jack up your 2007 Saab 9-3 to install Curt trailer hitch # C11326. But it will make it a whole lot easier if you did. I have included a link to the installation instructions and a video showing an example install for you.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements. I have linked the Class I compatible 2-bike racks and cargo carriers for you.
