The only option we have for you to carry two bikes on your 2017 Volkswagen Beetle would be with a trailer hitch and hitch mounted bike rack. The convertible top you have will not allow for the use of a roof rack or trunk mounted bike rack. For a trailer hitch, I recommend the Curt Trailer Hitch Receiver part # C11354. With this hitch you will need to use a support strap like part # 18050. Please note that either hitch will not fit models with the newly redesigned Adblue diesel exhaust fluid (DEF) tanks or the R-line models.
Then for a bike rack, I recommend the Hollywood Racks Trail Rider 2-Bike Rack part # HR200Z. This rack is an excellent option for most bikes. It has a 45 lbs per bike capacity and comes with a 5" rise shank for added ground clearance. I have attached a review video of the rack for you so you can check out some more of its features. I have also attached a link that will display a list of the bike racks that will work with the hitch on your vehicle should you decide to explore other options.
