In order to secure a cargo carrier between your RV and towed vehicle, you will just need to start with the Roadmaster Dual Hitch Receiver Adapter # RM-077-4. This will slide right into the 2 inch hitch on your RV and provides two, 2 inch receivers on the other end. The bottom receiver will be used for your tow bar, while the top receiver can be used for a hitch-mounted accessory like a cargo carrier.
Once this is in place, it is just a matter of choosing a cargo carrier that works well with the cargo you plan on loading into it. You will also want to take note of the carrier's overall length to ensure you have enough space between the RV and vehicle for it and your loaded gear.
I recommend taking a look at the Reese Cargo Carrier # 63153. This is a durable, hitch-mounted carrier that features a mesh floor for easy cleaning and a raised shank to allow for better ground clearance. Its inside (usable) dimensions are 60 inches long, 24 inches wide, and 5-1/2 inches deep. From the center of the hitch pin hole on the shank, to the furthest part of the carrier, there is a distance of 38-1/4 inches.
You can add a Cargo Bag like the etrailer # 988501 or a cargo net like # EM01010 to further secure your cargo to the carrier.
I have attached a short video demonstration on this cargo carrier that you can also check out.
