The Curt Class I Round Tube Receiver Hitch # C11412 referenced in your question, which is confirmed to fit your 2018 VW Golf, features a tongue weight capacity of 200 pounds. As far as the hitch is concerned, the combined 199 pound weight of both your motorcycle and carrier falls under its limit (with one pound to spare!). As long as you remain below its capacity, the Curt hitch will be able to support your motorcycle without issue. Just note that Curt does require that you use an additional stabilizing strap like # 18050 for this application.
Since we know the hitch is up to the task, you will also need to check on the capacity of your VW Golf. To verify its specific tongue weight capacity, I recommend taking a look at your copy the owner's manual. Since you will always be limited by a system's weakest component, you will just want to make sure the VW's limit isn't less than what the Curt hitch can handle. If you find that its tongue weight capacity is less than 200 pounds, that is the limit you will need to follow.
I have attached the written installation instructions for this hitch that you can also look through.
