The maximum tongue weight for the CURT Class II 1-1/4 Inch Hitch, part # 12293, on your 2006 Mitsubishi Outlander is 300 lbs. With the total weight of the scooter and the power lift at 208 lbs, it will work as far as weight capacity.

It is required by the manufacturer (CURT) to use a stabilizing strap like the CURT Strap with Cambuckle, part # 18050, to stabilize any non-trailer load on your CURT hitch. This strap attaches to your vehicle and to your hitch accessory, like the power lift, to help keep any extra stress from being put on the hitch.

You will want to make sure the power lift you are using will fit directly in a Class II 1-1/4 inch hitch. You do not want to use any type of hitch extender or hitch adapter to fit the power lift to the hitch, because that will reduce the tongue weight capacity by 50 percent. With the tongue weight reduced by 50 percent it would be 150-lb maximum. Then, you would be over the tongue weight maximum of the hitch and you would have problems of overloading the hitch.
