Why is it flashing .c. When I just hooked it up and trailer is not hooked up

The display symbol .C. on the Tekonsha Prodigy P2 Brake Controller # 90885 indicates that the controller senses the presence of a connected trailer's electric brake circuit and that the boost feature is engaged.
If this happens without a trailer hooked up the cause is likely to be corrosion within the trailer connector on the vehicle that could be causing separate circuits to be bridged together. This could fool the controller into acting like a trailer is connected.
