The Curt 20x48 Cargo Carrier, part # C18145, you have referenced measures 6 inches from the center of the hitch pin hole to the closest edge of the carrier. It might clear the exhaust pipes in length, but the cargo carrier might sit right at the same height of the exhaust.
To clear the exhaust pipes on your 2009 Saturn Vue XR I would recommend to use a hitch cargo carrier that will have an angled shank which will raise the cargo carrier around 3 inches from the hitch receiver on your vehicle.
If you have a 2 inch hitch I would recommend the Curt 20x60 Railed Cargo Carrier, part # C18150. This hitch has an angled shank that will raise the carrier up 3 inches for better ground clearance and help raise the carrier above the exhaust pipes. It has a weight capacity of 500 lbs.
This Curt hitch # C18150 also has an adjustable shank that can extend the carrier out farther from the hitch. The measurement from the center of the hitch pin hole to the carrier platform is 11 inches.
If you have a 1-1/4 inch Class II hitch I would recommend the Pro Series 20x48 Cargo Carrier, part # 63155. This hitch also has the angled shank that will raise the carrier up 3 inches. It has a weight capacity of 300 lbs. It will measure 11 inches from the center of the hitch pin hole to the carrier platform.
