Can you install this hitch on a 2003 Dodge 2500 series short bed???

On a short bed truck, you will want to use a slider hitch to allow for enough clearance to safely make 90 degree turns.
The slider you could use is the Curt A20 # C16541. For an installation kit you can use # C16420-204. I have linked a video showing how this kit installs for you.
