Yes, the stake pocket camper tie downs, # TDSF, will work on the 1995 Dodge Ram 2500, as long as the overall length of the camper you are using them with is 8 feet long or less, this measurement includes the overhang over the cab of the truck.
You will need to drill one 11/32 inch hole and two 7/32 inch holes for this installation, and there are spacer tabs on the tie downs that may need to be pried off for a proper fit in your stake pockets.
If your truck campers overall length is longer than 8 feet, you will need to use the # HSSF camper hold downs that clamp inside the truck bed and do not utilize the stake pockets. This system is much stronger than the stake pocket style tie downs.
You may also need the Camper Tie Down Hardware Package, # TDHP, to complete your tie down setup.
