where is the location of either the rear or front rail in the bed of a short bed 2011 F-250 4x4

I spoke with my contact at Reese. He stated that with the Universal Installation Kit, # RP30035, the back edge of the rear most rail is 32 inches from the back edge of the truck bed on your 2011 Ford F-250 short bed. With this rail in place, you can use the hitch to place the other rail. I have included a link to the installation instructions for you to view.
