Does the use of the super spring or the timbren’s increase the cargo carrying capacity of the truck?

Suspension enhancement products, such as those from Timbren and Super Springs that you mentioned, are designed to essentially enhance the vehicle's suspension. This enhancement will provide a smoother ride under load, reduce rear end sag, and increase the factory suspension's lifespan. These products will not, however, increase the actual capacity of the vehicle they are installed on. This is simply because a truck's capacity is set by numerous factors, including the rear axle, tires and wheels, transmission, motor, etc - and a listed capacity will always be limited by its weakest component. This means that changing or upgrading one area on the vehicle will not raise its overall capacity by itself, as it is likely still limited by the axle or some other part.
