Testing Wiring and Switch for Electric Step Installation on RV

If the switches are there, does that mean tat the wiring is there to install electric steps.

It is very likely, but there is really no way to tell without looking behind the switch to ensure wiring connection and then down by the steps to test the wiring if present. You will need to use a circuit tester like # PTW2993 to test the wires for power when hitting the switch.
If you do not have wiring, it is easy to add using # 10-1-1 and a circuit breaker like # 9510.
If you'd like a step recommendation, let me know the width of your step from farthest edge to edge at the mounting location and then from the threshold to the ground.
