Is a break away needed for flat towing for a jeep liberty 2006

Nearly all supplemental braking systems have a breakaway system built in so you would not have to have a separate one. Supplemental braking is required in most states anyway so on the systems that come with a breakaway you are killing two birds with one stone so to speak.
The braking system I recommend the most is the SMI Stay-IN-Play DUO # SM99251. Once installed you won't have to worry about it again. It does come with a breakaway kit as well. I have linked a video showing an example installation for you.
Most braking systems when used on a 2006 Jeep Liberty will require the use of brake light relay # RM-88400 to prevent the Liberty's brake signal from overriding the turn signal from the RV when applying the brakes during a turn. But if you use magnetic towing lights such as # RM-2120 then you will not need to use the brake light relay.
