When a trailer is fabricated by an individual it is possible to have a VIN assigned to it by taking it to a local highway authority facility. The VIN can be assigned by that highway authority based on the size, weight and features on the trailer, including the overall length and the number of axles.
The linked photo shows a sample VIN and the information included within its 17 characters.
