Used 20 ga wire brush on nut ends with PB Blaster . Did not help.

I have not actually seen it happen but it COULD happen that the hardware supplied by Curt with your Curt hitch # C13105 was incorrect. Usually the cleaning of the weld nuts turns out to be the solution.
Since we can supply replacement hardware for all hitches we sell, we can put together a replacement hardware kit for you. This item is part # RHK.
