Is the Falcon 5250 Tow Bar Compatible with the Roadmaster Base Plates 1541-5 for a 2002 Honda CR-V

I have a Roadmaster Falcon 5250 and I want to tow a 2002 Honda CR-V. I believe I need the Roadmaster 1541-5 base plate. Are the two made to fit together without any additional pieces or supplimental parts?

Keep in mind that a complete flat towing setup includes the base plate kit and tow bar, as well as safety cables, tow bar wiring, a supplemental braking system, and possibly a high-low adapter.
