Yes, the Curt hitch # 13535 can be used to carry a mobility scooter carrier as long as the weight of the carrier and scooter are both below it's 350 lb tongue weight capacity. You'll also need to verify that your vehicle has at least this 350 lb capacity as well.
Curt requires the use of their stabilizer strap part # 18050 when using their hitch to carry a non-supported load like a bike rack. I attached a review video for you to check for the strap as well.
