Question:
I have a mobility scooter and am wondering if a hitch mounted mobility carrier will work on a 2014 Toyota Camry.

The problem is most mobility scooters and the carriers for them will weigh too much for the hitches that would fit your Camry. Also most carriers that would have a ramp don't fit the smaller 1-1/4 inch hitch size.
For your 2014 Toyota Camry we have the Draw Tite hitch part # 36540 which has a 300 lb tongue weight capacity, you'd have to find a carrier and scooter that weighs less than that.
