A corroded circuit breaker could certainly account for the sporadic operation of your trailer's powered stabilizer jack. So could loose or corroded wiring or connectors. For a new breaker you can use part # LC134181. This is a 6-amp auto-resetting type.
Any electrical connections on your trailer can be protected from the elements will typically last longer and perform more reliably. Dielectric grease like # 11755 can provide a degree of protection by blocking entry of water and other contaminants that can lead to bad connections and corrosion.
