The Draw-Tite Trailer Hitch Receiver # 24790 is designed specifically for your 1998 Honda CR-V and will work for you. It's a 1-1/4 inch, Class I hitch. I've attached a video of it being installed on a 2000 CR-V which will be the same basic process as on yours.
The other Draw-Tite hitch you mentioned, # 36520, is a Class II hitch receiver however it will not fit your 1998 Honda. It's designed specifically for CR-Vs from 2012 to 2016.
If you're going to be towing a trailer with your Honda you'll also need a trailer wiring harness and a ball mount with a hitch ball.
The wiring that fits your vehicle is # 118336. It plugs into a connector that is behind the paneling in your rear cargo area. I've attached this install video as well.
I've attached a link of our selection of ball mounts for a Class I hitch receiver as well as an article to help you determine the correct rise or drop you may need. Once you choose a ball mount you can then choose a hitch ball to fit it.
