The Curt Class III Round Tube Receiver Hitch # C13206 referenced in your question is confirmed to fit your 2017 Subaru Outback Wagon. We do not currently have any installers based in California, but any local shop or mechanic with a good reputation should be able to handle the installation without issue. Curt estimates that an experienced mechanic should be able to install the hitch in about 45 minutes.
When installing the hitch on your Outback Wagon, some heat shield trimming and minor drilling will be required. The exhaust will also need to be temporarily lowered.
I have attached an installation video on your 2017 Subaru Outback Wagon as well as the written installation instructions. You can use these for reference in order to obtain an accurate estimate from a local shop.
