I did some calculations and came up with two ST (special trailer) tires, one slightly larger and one slightly smaller than your 165/80R13 tire, which is 23.4 inches diameter.

The slightly larger tire, Karrier ST175/80R13 Radial Trailer Tire, item # AM31985, is 24.1 inches diameter, has a 13 inch wheel with 5 on 4-1/2 inch bolt pattern and maximum load of 1,360 lbs at 50 psi.

The slightly smaller tire, Karrier ST145/80R12 Radial Trailer Tire, item # AM10130, is 21.3 inches diameter, fits on a 12 inch wheel and has a maximum load of 1,220 lbs at 65 psi. You will need the Dexstar Steel Spoke Trailer Wheel, item # AM20132, with 5 on 4-1/2 inch bolt pattern to complete this combination.

Both of these setups have that capacity for your new axle and all trailer tires are rated for up to 65 miles per hour when used within their weight limit and inflated properly.

You will need to make sure the bolt pattern on your axle is correct, we have a article detailing how to measure a trailer wheel bolt pattern for you to use, see link, and you will need to make sure you have clearance on the trailer for the wheel and tire you choose.
