The Tekonsha T-One # 118561 is compatible with your 2015 Honda CR-V, but from what I could find in my research about the Silver Springs Mobility Scooter Carriers it doesn't look like you will need it unless you plan on installing magnetic towing lights, like part # C6304, for extra visibility.
If you do not already have a trailer hitch I recommend installing the Draw-Tite Max-Frame Trailer Hitch Receiver # 75742 which will give you a Class III, 2 inch hitch receiver. It has a Gross Trailer Weight of 4,500 lbs and a Tongue Weight rating of 675 lbs but since your Honda CR-V only has a towing capacity of 1,500 lbs you most likely have a Tongue Weight capacity of 150 lbs. You will want to check your owner's manual to double check your weight capacities so that you can safely transport your mobility scooter.
I have attached installation videos of both the Draw-Tite hitch and the Tekonsha wiring for you to reference.
